If you look closely, you can notice that after getting shot to the head, Tuco stops moving completely. Which is brilliant, obviously, because it subtly symbolizes that he is dead now. Bravo Vince!
Why would they? They knew the car was owned by Pinkman, that at some point it came into the possession of Tuco, and obviously the transfer wasn't legal. At that point there's no suspects they would need fingerprints to prove were in the car, and if they were just getting prints to "fish," for people, they know they'd likely just get dozens of prints from random friends of Jesse which wouldn't help them at all.

I imagine Walt’s prints aren’t on file. If they are, it would be the school.
Even if they did, Hank at that point believed that Walt was buying weed from Jesse, so it would make sense for Walt's fingerprints to be there.
