Nah he didn't quite get that bassline in The Ghetto... The way it was enhanced in the sample is what made that song a hit. He did all that jazz mess instead of just doing what was supposed to be done...

Too short has always been fan of live instrumental music like funkadelic/parliament, James Brown George Clinton etc. He always fought for these older bands to get paid from rappers using their samples.
