Got some steering wheel play, in/out, left/right and up/down.
Edit: I've since fixed this problem by doing a number of things.
Such as replacing the U-Joint from steering column to steering box,
    replacing the upper bearings
replacing the needle bearing with a bushing from toplineparts.com.
Video here: • Volkswagen Super Beetl...
3D creating the upper tension spacer and installing it.
    www.shapeways....
Now there is only slight play up and down about a millimeter.

I read on TheSamba.com that people have rolled an O-Ring down the steering column shaft to replace the plastic bushing and that it worked. I agree with Scorpwanna, that bushing should be able to be fabricated from a high-density industrial rubber/plastic tube/hose that is easily available. I'm going to remove mine and take it to a commercial supplier and see what they've got.
From watching another youtube video, there is a bearing on the lower end of the shaft, under the fuel tank that attaches to the u-joint shaft. That was a needle bearing about 1 1/2 inches long that the poster removed and replaced with a high density plastic bushing.

Yours setup is just like my 74. I have problems with the horn not working. I tested with screwdriver by touching steering column and the copper strip on the base of the steering wheel and it is working. Just not from the push button when it all back together. Anyone know how fix horning issue on a 74 beetle?

Cooper strip? I dunno about that on mine, but here's a basic overview of the horn wiring. Note: I will be talking about how mine is wired up, I don't know about a 74, but it should be similar. From the actual horn itself one wire comes from the fuse box and branches off, one of these branched wires goes to the horn. From the turn signal switch were the grouping of copper plates are connects to a wire coming from the turn signal switch up through the dash into a T connector which then goes toward the horn. So two wires go to the horn, the key to the horn is in the turn signal switch and the parts involved. On my 71, under the Wolfsburg cover plate and behind the horn ring is a Horn Contact Ring that has a black wire coming from it that attaches to my Horn Ring. This Contact Ring touches the turn signal's copper plates when the horn button/ring is pressed completing the ground circuit thus making the horn sound.
Since you used a screw driver and touched the cooper (I guess you mean plate) and column and there was a sound that's good because the wiring from the turn signal is going to the horn like it should. In older bugs there was a wire going down the center of the column to supply a ground to the Horn Ring. It sounds like, there isn't a ground under your button or around it somewhere. I don't know the workings of a 74 so I couldn't really say how it's suppose to be connected. What I would look for is perhaps your Horn Contact Ring under the button and see if you have one at all, or if it's bent in a way where it's not making contact with the copper plates (maybe they are bent?).

@@Scorpwanna thanks for your response. Yes, my steering wheel column is not seating far down enough to make contact with the copper plate like you had mentioned. I'll try to push down the steering wheel more and hoping it will make contact. As of now there's a gap about a 1/4 inch. Thanks again. Will let you know

@@Scorpwanna I fixed the horn issue by removed the four screws that hold down the turn signal and lifted it up slightly and not to tighten it all the way down so that the copper plate would make contact with the steering wheel hub to complete the circuit. Your video helped me with troubleshooting and enabled me to resolve my issue. Thanks.
