Reasons of iPhone Unavailable error in iOS 15.2 or higher
1. Forgot passcode and enter the wrong passcode too many times.
2. Six times failed passcode attempts will make the screen read iPhone Unavailable try again in 1 minute. The consecutive incorrect passcodes will get iPhone locked in a longer time with the unavailable message saying try again in 5 minutes, 15 minutes, 1 hour.
3. When iPhone stops any passcode guess, it should be locked permanently, displaying iPhone Unavailable with no timer on the screen.
How to fix iPhone Unavailable problem-
To fix and unlock a locked iPhone that is saying iPhone Unavailable, you’ll have to do a factory reset. Resetting the iPhone to factory settings will erase all data and settings on the device along with the unavailable screen and passcode.
Once the iPhone has been factory reset, you’ll be required your Apple ID and password to set it up. If you’re lucky and you have a backup in place, you’re able to restore the backup to get back or download your data to the device.

Maybe you could you could enter the correct passcode after the waiting-time elapses. If the screen shows iPhone disabled connect to iTunes (or iPhone disable with no timer), you have to reset your iPhone using the methods in the video.

If the wrong code was tried too many times, erasing it only for it to ask for the pass code will be useless as well.
The password while erasing is your Apple ID password, not the screen passcode.

If there's no Erase iPhone (or Forgot Passcode) on the unavailable screen, you need to use your computer to put your iPhone into recovery mode and then erase and reset the device. The video explains two tools in 3:42 and 5:10

Put your iPhone into recovery mode again, and then repeat the process. (The phone will get out of the recovery mode if firmware download process is more than 15 munites.)

If you remember your passcode, it's worth to wait for an hour to regain access without a reset. If forgotten, you may need to use Method 2 at 3:42 or Method 3 at 5:10 to unlock the device when Erase iPhone option does not show up.

It requires an active network to link to Apple server. If it takes more than 15 minutes and iPhone goes out of recovery mode, you need to repeat the process to re-enter the recovery mode and restore it.
