It's hard to say exactly since you get faster at working the longer you have been crafting, but I would say a dozen bags would probably take me an hour and a half or so with design, cutting, weeding, and application time.
No, it is not the same as wax paper. Press and seal is a kind of plastic wrap that is a little bit stretchy. When you stretch it, it gets a little bit sticky.

I would stick your painter’s tape to something before sticking it to the vinyl, or try a different painter’s tape.

I would say it may be an issue with the vinyl you are using. Don’t use the wet method or it will mess up a paper bag.
what about the cellophane treat bags?
I would probably use painter's tape so the press n seal doesn't leave residue on clear bags.

If you can't find Press N Seal (Glad is the brand), then I would use Painter's tape.
