I liked this scene cause Utena stays villainous the whole way but stays a magical girl fangirl at the same time. She could've easily been happy with breaking and enslaving a magical girl but she straight up told Sayo to get her shit together you disgrace to magical girls. Reminds me of when Bakugo beat Deku in mha and he straight up was like how can you lose with that power you disgrace to all might. Fanservice aside this anime is pretty enjoyable and funny
This is why she is the leader of the villains. She works to bring the people she dominates to a better power and position and doesnt just dominate them to keep them weak.
