Very convincing an end-result. A few suggestions if I may: 1) Use the rain-drop masks to fade out the rain at the bottom, to go along the perspective of the street. 2) Use ripple for the reflection to distort it further. 3) adjust curves for the reflection to enhance bright lights. 4) Consider blurring the noise layers a bit before applying the motion blur. 5) Consider blurring the nearest rain layer. 6) Consider adding a fourth rain layer to enhance rain depth. 7) Sorry if this is a bit on the nose. 8) Great Job and keep em coming!

I used some steps on Krita and have the same result. Thank u! I just added the "water" effect on the "shadow", and used another kind of clouds as a "new layer"!

Works perfectly on some image, way less on others : sometimes you will need to make reflections for a specific object or subject / sometimes other blend mode work bette (even the normal one) / Sometimes more perspective work needs to be done if the image isn't as flat / Sometimes painting the water splashes with a brush is better / sometimes using the CIsel filter gives the rain more dynamic/ ... And so on. However this tutorial is still a great reference and one should adapt it to its image.
Super cool tutorial! But I have a suggestion, when blocking off large parts of a layer mask, you can just use the gradient tool (set from color to transparency) and that may save you some time, rather than painting large sections black.

I’m positive you’re very confident but your approach of constantly merging the previous effect A: makes it impossible to go back and alter a previous change B: leaves opacity in effect as opposed to individual layers It looks very neat and clean but it doesn’t allow you to see how your image has come together and keeps you from adjusting opacity in early choices later. Normally I would just applaud you for your mastery and personal flare but for a tutorial I think it would be much better to keep every step as a separate layer.
