Why is Johnny not teaching him footwork? I see him doing that later on with Hawk, but not here. Maybe he did it before this.

Wasn’t really footwork, he was teaching him how to make a strong fighting stance.

Maybe he thought teaching someone who doesn't know a single thing about fighting, how to punch would be a good way to start. Then as he get better at teaching, he realized footwork is the fundamental to fighting.

He does teach footwork. Tang Soo Do is very footwork heavy.
Johnny always gets these guys to move their legs and puts them through obstacle course for agility and movement.
Right now he is going slow and steady. That and he is new to teaching.
