Consequently, modern-day America is a puritanical theocracy, and oppression of dissenters is rampant. Bruce Anthony Wayne, an upper-class orphan is about to be ordained as a minister.

I kinda like how this is basically Batman Year One, but Bruce is less trained.
I’m pretty sure his reactions to Barry and Miss Fish are less about grief, and more about his proximity to their deaths and their killers, and is STILL barely able to do anything to help them. It harkens back to Bruce, the scared little boy, trying to be a hero…
I actually dig the Batsuit design in this comic.

After hearing about this story..I wouldn't want to read this revisionist nightmare comic.
How I'd do a "Holy Terror Batman" sequel: (spoilers for this episode/book below)
Plot hook: It's been nearly two decades since that night Bruce found the green man's body and the secret of the church. In that time he's founded a secret order to fight the world wide corruption of the church. Only real issue is he's getting old and while the church's grip has waned its more dangerous and extreme in its methods with a new scientist who leads the renewed efforts into metahuman experiments. Everything is brought to ahead when reports of a craft from the heavens crash lands in metropolis and a young angel is said to have flown out. Now is a race against time and Metropolis' chief inquisitior, Alexander Luthor, and his guild to find this Angel.
I'd need about 8 issues or a 160 pages graphic novel
Batman's allies would be:
- The "Cardinals" of gotham, Bruce's protégés who operate/operated in Gotham- Richard Grayson, infiltrated the inquisition's deeper elements and covers Bludhaven as the Nightwing behind his fellow inquisitiors back in order to complete the mission of weeding out corruption. Jason Todd, who strayed from the path and killed and now wears a red hood to mark himself a sinner as well as to not bring shame to Bruce's name and mission. Tim Drake, the smartest of the group, outed from the church proper after being discovered to be in a relationship with another man (to tie in recent revelations of Tim's sexual identity), uses the call sign of Robin and is their tech wizard. Duke Thomas, a bright young man who has become a signal of hope for the future of gotham's churches as well as an inquisitior working for Bruce on the sly.
- The City, people in the city who help Bruce and his Cardinals: Selena Kyle, a worldly woman who is Bruce's ear to the ground, it's clear she cares for Bruce in romantic sense and is his greatest weakness, though he tries to hide it. Barbara Gordon, the new head inquisitior for gotham, inspired by her father and batman's example to become a new kind of reformer in the inquisition though it's painted a target on her back, knows Duke is tied to Batman but doesn't press the issue (some what replacing the normal Bruce and Gordon dynamic). John C, a traveling blonde British man in a brown coat who has been tied to the occult happenings in the city but never gives Bruce and his allies a straight answer.
- The League, a group of heroes who Bruce works with to bring down the church's influence or reform it though they all operate independently enough to ensure all of them won't fall if one is captured. These would include:
-Wally West a young red haired man who is "quick as a flash" and uses a red costume to emulate a devil and watches over central city & keystone city. He was discovered Barry's notes for his original experiment after helping his aunt iris move.
- A "witch" named Jessica Cruz who wields a green light as an extension of herself who fights beast from the stars and is a volunteer worker and poltical activist in coast city.
- Roy Harper a quick shot who use to have an addiction before finding faith, protects star city after its all but abandoned by the church following a no man's land type of catastrophe.
- Kaldur'ahm a protector of what remains of Atlantis, distrust the surface world besides Bruce after he returned the remains of Arthur, Laurie and their childern.
- And by the end Kara, a young woman sent to protect her cousin but after finding he's long dead, buries him in accordance to Rao and assist the league to bring down the church as a symbol of a new path that can't be corrupted or bent by their will.
the antagonist Bruce would face :
- Owls, a twisted religious Doomsday cult who believe the world should burn. Lincoln March is their leader and its the in media res when we pick up with Bruce and his cardinals in the first issues.
- Alexander Luthor, a pragmatic, cold and calculating inquisitior who knows the church is corrupt but is using the corruption to, at least in his opinion, steer the world in the right direction. Is revealed to be the new head scientist who has replicated parts of the meta human gene.
- The Guild, a group of metahumans and non humans, who either are brainwashed, tricked or truly believe in Luthor's views of the world. they'd include:
- Jason Blood, having spent so long with the demon inside him has caused a mental shift towards controlling the corruption in himself and the church for his own means.
- Cyrus Gold, an intellectual business man who after nearly dying will ask Luthor to keep him alive, knowing he has sins he's not repented for but when he wakes up, he's now the monster who only can remember and recite the words of his favorite nursery rhyme.
- Leslie Willis, a firebrandt shock jock for the church who believer she was cursed with her abilities after an accident but lex has convinced her they were given to her by God to punish the wicked.
- William Watt, a young man who after an accident is left without his father or much else, Lex takes him in upon discovering the boy has telekinesis and has shaped him to be not only a weapon but loyal potentially to a fault.
- Lisa Snart, a career criminal who turned over a new leaf after the death of her brother and their crew during a heist gone bad in Central city, that she saw the red Devil (wally) at, she believes he's responsible and lex helps her get a new Power to help her kill this "evil".
I'd would definitely touch on some of the elements of what people do in organized structures when they believe they have power. but I'd end with a hopeful note that "this was the turning point and while it's not always going to be great, it is going to get better." wiht it clear the world is turning towards a less authoritative nature. Though seeing the tone of this I'd probably end with a stinger of sorts where extremist leave a bomb full of experimental tech stolen from Lex's stash being used on a youth center in South Dakota. showing that both the story has more going on, with it setting up the window for a "Static : holy terror" and that there are those extremist out there who'd target kids.
