When a train asked why he didn't take the helmet off the deep's answer was basically what vought had come up for his character which was why a train wasn't interested because he was giving the same spiel that they all gave to the public regarding their origins. His first line of dialogue in the comics concerned him reading over their contracts and questioning why homelander, Maeve, and noir had a higher percentage return on merchandise. He was actually smart and played the game right which is why he was one of the only supes alive at the end of the series

When The Deep rises out of the water, he actually looks something like a ghost. Cold and grim, his cape and torso resembling green ocean water. Then the arms and lower half appear, and you are reminded why he is the runt. If his outfit revolved around a diver suit and a phantom, he could actually carry himself the way he wants. He also needs to have more confidence. Instead of letting the boys close a window on his face and leaving it there, he should’ve smashed it, getting attention by force. He can be treated like a serious character, but he needs to work for it.
I like to think why another reason he was rejected is because of how his new costume was made.
