I am a retired cop of 30 years. When I first saw my department use the “boot” on parking ticket violators, I cringed. Parking tickets are nothing more than an infraction in the legal scales of justice. To disable a person from being able to operate their car, is flat out wrong. The liability for a city by disabling a car is always a concern. In my opinion, it is wrong. There are better ways to collect delinquent parking fines. Add the unpaid violations onto their yearly registration, or their utility bills, or property tax. If the violator can’t pay his past due tickets, then he won’t get his current registration and he or she now risks getting pulled over for driving with expired registration. Chicken shit piles up and if people don’t take care of infractions, they soon turn into debt and misdemeanors.
@Calypso Eros : It’s called personal responsibility. I am against the boot because it prevents people from being able to freely move about in their daily lives as per our Constitution. But people should still be held accountable for things they do wrong. An orderly society works because people can live freely while following laws. Take away order, and you get Portland and Seattle.

You will find that in states run by Democrats fines and fees are a lot more expensive. Cops do much more than stop people for traffic violations. And yes, I am proud of my 30 year career!
@Calypso Eros : I worked the streets for 30 years in a black & white in LA County. 90% of all cops, I was never in a shooting, I never killed anybody, and I was honored the oath that I took. Cops WERE trained to use discretion and intuition when performing ones duties. But in the modern age of high tech, tech is good for protecting police such as body cams. But, discretion can no longer be used because that can lead to complaints of anything from racism or sexism.

It's nice that you freed your car, but still police have evidence about that car, when they know what car it is, know the registration plate number... This is nice trick but it will cause you more problems than just a simple ticket in the end...

@@Knights2theEnd Very simple. It is a cam lock. They are not hard to pick. Unless it is stamped with Ace 2 (Roman numerals ). You can buy a tubular lock pick. HPC brand is standard. It takes a little practice to get fast at it. I’ve picked hundreds of them. I can open a soda or vending machine Right Now! Or anything with these on them. Or you can cut the face off it and push it through. Or. Lol you can pry that little sissy door open with a large flat head screw driver. Quickly. If you use a HPC pick you can use it to make a key that works the lock. If the parking police have 50 boots. I bet they are all the same key.
I'd use a welder to put it back on though instead of a screwdriver and light guy sit up there I'd call him up and tell him I'd return their boot or take their boot off of their car for a phenomenal fee
I’m a former Locksmith and ASE Certified Master Automotive Technician and although I have a pick set, this is an excellent way to get such a crappy system! Now I’m disabled with a tumor on my spine and I have seizures too and if I had a seizure or any other medical condition because I couldn’t get home in time, I would definitely be suing the county!!!
As a retired TSA with multiple occasions to interact with locks I can safely say no lock has ever defeated me including military locks with hardened steel. In this case I could see the weakness. I don’t need a pen just that screwdriver is enough for me because after I get done with it it’s going to need the lock arm replaced. Everyone laughed at me because I was so happy to get a chance to cut or break the locks. If the bolt cutter doesn’t work then my screwdriver always could.

Or an ambulance might not get to him because instead of fixing traffic jams or adding more first responders, they are paying people to do this to "free" American's cars that THEY own. These modern boots have GPS tracking via a SIM card installed inside the boot. I've heard of a guy that stole a boot and took the simcard and used it for free wifi service on his tablet
Another neat trick that works on about half of the boots out there is to deflate the tire, jack the car up, and the boot should slide right off. (Good general advice is always carry a jack, air pump, and basic tools in your car - flares, a first-aid kit, and a fire extinguisher could help you save your life or someone else's, too)

They even had one of their own as speaker of the house in Congress for many years. Now the Chinese park houses are muscling in on their racket.
Those locks are easy to defeat with an empty 38/357 case and a vise grip or heavy lineman’s pliars. Just tap it in until the pins are set and turn it with the pliars

My favorite example of how to deal with one of these is when someone booted a construction truck (welding and iron work) in downtown. Guy who owned the truck simply took his plasma cutter, and after about 30 seconds, left the 'boot' in multiple pieces where the truck was parked. No fuss no muss.

Never leave the removed clamp on scene. Take it with you and discard it so it can not lead to you. A left clamp will be found by the parking enforcers and in most cases they can prove or make a reasonable claim you tampered with said clamp. If the clamp is gone you have plausible deniability in regards to what happened to the clamp and how it got off your wheel... As you may know it is illegal to damage other peoples property so doing any damage (even a paint chip removed) will become a legal problem...unless the clamp is missing completely...So take it with you and scrap it or put in another lock and use it for yourself...
In college I drove a utility truck around (I repaired boilers) that had a blow torch in the back. I helped a friend get out of similar situation a time or two. A quality torch takes about 10 seconds. That was a long time ago. Fun college days…
Ah the good ol ace key. Once thought a hard lock to pick open. My Father was a Police Officer in our town. He installed one to open the garage door, located outside. I was watching something about these lock's, like this around 1975. The story was, if this switch was used to control power, and window cleaner was sprayed into the key area, it opens without a key. When Pop's saw me open the door, let's just say he "wasn't happy".
its a knock off you can buy from ebay /amazon. I hear there is a scam going around where these are used. Its not necessarily a fake video, but instructions in case you fall trap to a scam or HOA.

A cordless grinder would work but if your car is booted in public, that drill is going to make a hell of a noise and someone from the public will either film you doing it or call the police.
It was made illegal in UK in 2012 unless DVLA, police or local council authority on public land only. It is legal to remove it if you do not damage the device. Many years ago I saw on youtube a polish guy jack his van up & remove front wheel & undo top bolts on suspension to remove one, all while police & clamping company were present watching him, nothing they could do.

I got two parking tickets in my life and I'm 58. One was on Connecticut Avenue in DC. There was no parking after 4PM and the ticket was issued at 4:03 PM, as I was leaving a newsstand. Screw you, DC. I did see a boot that had been ripped off of a car, in DC, on a small hillside. These boots suck.
If you ever get your gas shut off at the meter w/ one of those pin locks...A 7/16" deep well socket that fits a 1/4 " ratchet w/ the end ground down will pop the lock in about 2 seconds... ...So I've been told. Stay warm my friends.
@Rob Cas I have several Leatherman tools and a few knockoff ones as well. I seldom have a real use for any of them, preferring a proper screwdriver or can opener to get the work done faster and without any mishaps. Leatherman tools are only good if you dont have the right tool at hand and are in a hurry. But to each his own, if you love using one go for it and good luck to you.
Last time I defeated a car boot I just used a battery powered saber saw… Cut the stupid thing off and took it home with me and never heard from the booting company ever again
Cool, but it looks like the hinge-pin side of the cam lock compartment is a weak point. I'm thinking you could get in there much faster with satisfying destruction.
Flipping Hoa did this to me had some proper tools took off the boot walked into the office and set it right on the receptionist desk the fat manager was like “we charge five hundred for you breaking the boot” I said yeah sure pal I didn’t break it.

I saw a plumber that I used to work with, pick the locks that the gas company would put on meters. They were that cylinder type also but he used a piece of 3/8" OD copper tubing, flared at the end. This was over 40 years ago.
wow soo cool... 1 time I had the old fashioned, oil fired steam boiler ppL come to my house to fix the crop Burnham boiler...but I forgot to Leave the basement door open... so they picked my basement house lock! (they even manged to lock it again...I dunno how they did that w/an old rusty cat iron latch not even a lock ...Good 4 them ! & they made their money :)) I said nothing, I thanked them & wrote a 💰check 💸.... so, I came home to a warm Connecticut house🏡 ...lol....
I can pick a cylinder lock in far less than half a minute. Those are child’s play. I was a Locksmith and ASE Certified Master Automotive Technician for all of my life. But I’m also an honest person. This is probably the only lock I would pick because this whole car boot thing is B.S. and to keep someone from being able to drive their vehicle is wrong!!! Especially if the said person happens to have multiple medical problems like myself!

Second, the reason freezers have locks is because people load them up with large amounts of valuable food and have them located in less secure parts of the house, such as a back porch. The lock isn't going to stop the determined thief, but will resist the one who is there to pilfer easy to grab items. Think about the price of forty pounds of steak.
If you visit an area with tyrannical parking enforcement just carry a battery powered grinder. Offer to give back their boot for $700 and send it back in 2 boxes.

You would lose your license, if you didn't pay the fine, and return the device. Then you would get arrested for vandalism, since the device serial number is registered to your license, when you got the ticket. So that's very bad advice.

You know what's faster more fun and gives you better results? A battery-powered angle grinder with a metal cutting disc. You can also use a battery powered sawzall, but more risk to the tire. My truck is full of tools so, I would just laugh if that happened to me. I doubt they could get their boot around my 33-in off-road tires and classic Ford steel rims. I also have a generator in the back in case my batteries are dead and I need to switch to 120 volt power tools. Lol. with the angle grinder you can cut through it in a matter of seconds, and you can cut it up into several little pieces and leave it right there on the road for them to find. 👍
If its a towing companies not PD. Leave a small drop of crazy glue on the lock. Like the suction cup windshield boot. A 12 inch fish fillet knife and slightly under to the suction to release the vacuum and a drop of krazy glue. The final FU
i hear from a lock pick channel that there is some scam going around now with these. These aren't the heavy duty ones that cities use, but rather cheap knock offs you can get from amazon.
The boot has a serial number and the vehicle has a VIN. When they put these on there is a record of what boot is attached to what car. The city makes money and the tow companies make money. One hell of a racket.

Its just a cheap ass tab setup. He probably unlocked it. They aren't that difficult to "pick" if that's what you want to call it. I have a key from an old bus terminal locker that works on like 75% of these types of key locks. Bad design.
Take it from a experienced lock picker. It was! There is no way that would have worked unless the lock pins were all equal length and then there is basically no point in having a lock.
I use a reciprocating saw. Both times, the tow company called the police to report that I damaged their property. After I read the law, from Google, out loud to the officer, he told me I had to move on. With no fees or costs.
That's why I always keep a few extra drive out tags with me at all times an I cover the Vin in the window with a piece of paper or somthing. All they can do boot it an write down the fake drive out tag.
There are also some pretty cheap picks for these types of locks online. Or better yet now that you got it open just take it apart and order a key. I'm willing to bet they use the same lock on all of them as a cost cutting measure
If (perhaps a big "if" since your car is immobilized) you could get some dry ice, it would be interesting to see if you could chill the metal then fracture it with a couple of blows with a hammer. It would depend on the alloy I suppose, but dry ice is at about minus 78C, which is enough to put a lot of metals past the ductile to brittle transition point. It would be amusing if it worked, watching the boot shatter. This idea that you've immobilized someone's car seems like a giant over-reaction to a parking infraction and could place someone in a dangerous situation.
I haven’t had single parking fine in my 15 years of driving. However this is a great hack and thanks to one who posted it. My question is, the authority who put that boot, don’t they have our car number and VIN noted in their system? So even if we remove it, we’d still be charged with more fine than what we could’ve paid to remove it.
Depends on the laws where you are. Traffic tickets issued by a cop to me are one thing. They’re proof I did the thing. They are criminal citations. Parking tickets or red light tickets are another. They can’t prove I did the thing. What if my dog stole my car and drove to PetCo to get food and since he can’t read he parked in a no parking zone? Parking citations and red light camera tickets are issued to a CAR and are civil penalties and can’t be used to impact license status where I am in TN. All states are different though. So check local laws.

That boot looks cheap. I suspect it's owned by a private company or university, where you'd probably get away with that as long as you never return with that vehicle. If it's owned by a city or state government, you're asking for trouble.

I used live a short street that had four apartment buildings and a couple of office buildings. Despite all the residents having designated underground parking, a lot of them still parked on the street. Considering the neighborhood, it was very surprising to see the frequency in which people got boots put on their cars. Since you get a warning, all those people should have parked their cars in the building instead of on the street. I lived in “the hood” for many years and almost never saw a car with a boot. I moved to the nicer neighborhood a saw the boot a lot more often and sometimes there were two cars with a boot on the same day. If you saw how short the street was, you’d wonder how could so many people in this little area get a boot so often.

Never leave the removed clamp on scene. Take it with you and discard it so it can not lead to you. A left clamp will be found by the parking enforcers and in most cases they can prove or make a reasonable claim you tampered with said clamp. If the clamp is gone you have plausible deniability in regards to what happened to the clamp and how it got off your wheel...
As you may know it is illegal to damage other peoples property so doing any damage (even a paint chip removed) will become a legal problem...unless the clamp is missing completely...So take it with you and scrap it or put in another lock and use it for yourself...

I was watching something about these lock's, like this around 1975. The story was, if this switch was used to control power, and window cleaner was sprayed into the key area, it opens without a key. It was made illegal in UK in 2012 unless DVLA, police or local council authority on public land only. It is legal to remove it if you do not damage the device. Many years ago I saw on youtube a polish guy jack his van up & remove front wheel & undo top bolts on suspension to remove one, all while police & clamping company were present watching him, nothing they could do.
After seeing how flimsy the door was that the lock secured I think just the screwdriver would do the trick.
Yeah I got a feeling the screwdriver would have popped that open with some force too. But maybe he was just trying to prove a point that you could do it without actually damaging the property of the enforcement agency.

If you ever get your gas shut off at the meter w/ one of those pin locks...A 7/16" deep well socket that fits a 1/4 " ratchet w/ the end ground down will pop the lock in about 2 seconds...

I seldom have a real use for any of them, preferring a proper screwdriver or can opener to get the work done faster and without any mishaps. Leatherman tools are only good if you dont have the right tool at hand and are in a hurry. But to each his own, if you love using one go for it and good luck to you.

I saw a plumber that I used to work with, pick the locks that the gas company would put on meters. They were that cylinder type also but he used a piece of 3/8" OD copper tubing, flared at the end. This was over 40 years ago.

I can pick a cylinder lock in far less than half a minute. Those are child’s play. I was a Locksmith and ASE Certified Master Automotive Technician for all of my life. But I’m also an honest person. This is probably the only lock I would pick because this whole car boot thing is B.S. and to keep someone from being able to drive their vehicle is wrong!!! Especially if the said person happens to have multiple medical problems like myself!

You would lose your license, if you didn't pay the fine, and return the device. Then you would get arrested for vandalism, since the device serial number is registered to your license, when you got the ticket. So that's very bad advice.

You know what's faster more fun and gives you better results? A battery-powered angle grinder with a metal cutting disc. You can also use a battery powered sawzall, but more risk to the tire. My truck is full of tools so, I would just laugh if that happened to me. I doubt they could get their boot around my 33-in off-road tires and classic Ford steel rims. I also have a generator in the back in case my batteries are dead and I need to switch to 120 volt power tools. Lol. with the angle grinder you can cut through it in a matter of seconds, and you can cut it up into several little pieces and leave it right there on the road for them to find. 👍

Take it from a experienced lock picker. It was! There is no way that would have worked unless the lock pins were all equal length and then there is basically no point in having a lock.

I use a reciprocating saw. Both times, the tow company called the police to report that I damaged their property. After I read the law, from Google, out loud to the officer, he told me I had to move on. With no fees or costs.

I actually lifted up my car onto 4 car dollies....and pushed it right into the garage and shut the door.
That's why I always keep a few extra drive out tags with me at all times an I cover the Vin in the window with a piece of paper or somthing. All they can do boot it an write down the fake drive out tag.
There are also some pretty cheap picks for these types of locks online. Or better yet now that you got it open just take it apart and order a key. I'm willing to bet they use the same lock on all of them as a cost cutting measure

If (perhaps a big "if" since your car is immobilized) you could get some dry ice, it would be interesting to see if you could chill the metal then fracture it with a couple of blows with a hammer. It would depend on the alloy I suppose, but dry ice is at about minus 78C, which is enough to put a lot of metals past the ductile to brittle transition point. It would be amusing if it worked, watching the boot shatter. This idea that you've immobilized someone's car seems like a giant over-reaction to a parking infraction and could place someone in a dangerous situation.
Just need a couple inverted cans of endust (canned air) and a hammer..... works amazingly on Kryptonite locks as well.

I haven’t had single parking fine in my 15 years of driving. However this is a great hack and thanks to one who posted it. My question is, the authority who put that boot, don’t they have our car number and VIN noted in their system?
So even if we remove it, we’d still be charged with more fine than what we could’ve paid to remove it.
Depends on the laws where you are. Traffic tickets issued by a cop to me are one thing. They’re proof I did the thing. They are criminal citations.
Parking tickets or red light tickets are another. They can’t prove I did the thing. What if my dog stole my car and drove to PetCo to get food and since he can’t read he parked in a no parking zone? Parking citations and red light camera tickets are issued to a CAR and are civil penalties and can’t be used to impact license status where I am in TN. All states are different though. So check local laws.
A battery powered die grinder might be a little faster, but still pretty cool if you can actually pick that lock with a pen.

I used live a short street that had four apartment buildings and a couple of office buildings. Despite all the residents having designated underground parking, a lot of them still parked on the street.
Considering the neighborhood, it was very surprising to see the frequency in which people got boots put on their cars. Since you get a warning, all those people should have parked their cars in the building instead of on the street.
I lived in “the hood” for many years and almost never saw a car with a boot. I moved to the nicer neighborhood a saw the boot a lot more often and sometimes there were two cars with a boot on the same day. If you saw how short the street was, you’d wonder how could so many people in this little area get a boot so often.
