    I picked up several colors of Vitex fabric and I bought the attachment point hangers from an outdoor store ( most expensive part of the pannier ) and whereas you are using plastic backing, I used 1/8" door skin . Good point about having the panniers held to the rack at the bottom. As I ride a recumbent I do not need to be constrained with a small pannier to avoid heel strikes. My pannier dimensions are 14" horizontal at the top with a lid that covers the top with 16" vertical height and 5.5" wide but the bottom is 27" long . Not quite the parallelogram ? This gives me all the room I need for what I carry. I based the bottom, on my 22" Thermarest sleeping pad. Yes Thermarest makes a superior sleeping pad to what I have and it squishes down to half the size and has more insulating power , but it is 300+ bucks and mine is 12 years old and paid for already . I also placed my panniers a bit higher so they are behind my seat which is already wide and breaking the wind . .You can sew your own and put in what you think is necessary far cheaper than what you pay for a commercial product
    Use taped cardboard to make what you think you need and make sure it fits and then do the least amount of cutting of that tape to sew it up in fabric.

    Sir, really appreciate the effort and thank you for sharing. I have the exact same backpack lying in my closet and was planning to modify another one to fit my rack.     Another good build 👍 I've built all sorts of panniers . Have you built any tidy cat panniers or bucket panniers?

      No I've never built any but have seen them and it's very useful and water tight.

    Seems like gravity load is only resist on the 2 piece of green canvas on top. Will it rip when carry heavy weight?

      It should be good up to around 35-40 pounds for a medium Alice pack. If you think about it, conventional panniers are only held to the rear rack of your bicycle with plastic hooks and a small piece of bungie cord.

      @@CargoBikeCowboy I did it to my electra townie Amazon kit for $800 1500 watts 72v = 45-50 mph. and a range of around 80-100 miles

      No I did not invent the wheel. Here in America we are not as fortunate as you, we are the country of the automobile. Have always wished we did it like so many European countries. Just wanted to show people that you can take any bicycle and haul some cargo. If they cannot afford to buy panniers there is an easy way to make some.

      @@stingray7074 no apology necessary, always happy to respond to comments especially from people in countries were they are doing it the right way. Often wonder why I was not fortunate enough to be born in Norway as much as I love bicycles and loath the automobile.
