The main priority and objective was apparently only to peacefully clear the encampment by Thursday, so that University operations can start to clean the debris and reopen campus for students.
Also, we need to remember that UCLA is not Hong Kong, or Minsk, or Yangon, etc., where State apparatus Police forces would have completely crushed this type of civil disobedience protest, likely employing tear gas, batons, tackling, mass arresting, registering, threatening families of consequences and detaining many for a day or more, etc...

UCLA Protest Encampment, some are questioning whether all the protesters are students; Campus police should be checking student IDs just for safety, for the number of people and charge any others for trespassing.
Seeing all these tents in the day, some are also wondering whether these students even have enough time to study, or have some dropped out and still don't belong on the property.
