Toney's problem is his attitude. They don't say it outright, but lot of teams do not like personality like him. He is far from a team player and questionable professionalism does not help at all. Big clubs want someone who can be part of the system, and he doesn't really fit into that description. It might be also because he has a risk of hurting the brand of the football club, which affects sales. Rarely but surely sponsors can affect the decision too, they may have told the board that they don't want someone with questionable morales in the team they sponsor.
