From seed yes but from cuttings no they root readily and grow real well from cuttings. Some varieties better than others but most I've tried work real well and often i can get damn near 100% success rate. And I'm no expert.

Hey just a quick question. I bought a blue juniper bonsai at the orchard festival in hawaii(I've kept it alive and im so proud) but straight to the point. Am i able to put the cuttings into water and let the roots start from there?

I normally root them straight in substrate. I am not sure rooting in water would work. Take a peek at my channel i have a video on rooting junipers

they root from cuttings. I would however place them in e.g. a bag to stop them from trying out while they root, like japanese maple cuttings
Hardwood cuttings. Cut the runner back to brown, not all green.
