How do you get builders and engineers? All I can find is the combat heroes.
go to compendium. look at Solari heros. when you click on the hero, you will be offered to buy them

At the end of seasons if you are in a top alliance, and your alliance leader gives you this reward pack, you can get an elite solari hero for free

Nope I believe you max out at lvl 75/80 u will need to purchase the remainder
