Nope. Time is an additional dimension to spatial dimensions, not a specific 4th one. The mentioned hypothetical 1D world would also have a time in it, and it would not suddenly make it into a 2-dimensional world. The "creatures" of 2D flatland would also experience the same time as an extra non-spatial dimension.
Or maybe, without time, nothing can exist, that's why 1D and 2D world is hypothetical. I find that Herman Minkowski space time graph is a decent example of what the 5th dimension would be like. Nothing the everything outside time, and everything. But the one thing I do so love to think about is the fact that we can’t actually get to know what the fifth dimension inhibits because it’s outside of time, and the 3rd dimension.
