Phil is a great character. He witnessed the betrayal of GTA’s first main antagonist, his sister died to the most powerful drug cartel in the city, his best friend was murdered at his old place, witnessed the rise of Vice City’s most powerful mobster, lost his arm, went on a journey to a new city and had new start, probably in the favour of providing for Mary Beth and Mary Jo, met Liberty City’s most likely most powerful mob boss and was involved partially in the feud between Claude and Catalina. One armed Phil, but never unarmed Phil.
Too bad he's a happy trigger war criminal and kinda racist but I guess everyone in GTA is some kind of asshole, especially in Vice City, can't think of any nice people from that game, and that includes Tommy, to be clear I'm not saying they're bad characters, just bad people, which only makes sense in a game like GTA where you're supposed to commit a bunch of crimes.

Supplying the us and Central American counter revolutionary guerrillas with firepower. but he was too embarrassed to admit that he lost his arm in a boom shine incident in Vice city. Phill Cassidy is my most favorite character in the entire GTA series. Fun, entertaining, yet still brave and loyal, always a big fan of him.
