I *think* the fire conversion works as intended?
The high discrepancy between the shock and fire dot probably comes from how being slagged in TVHM/UVHM stacks multiplicative with base elemental modification to damage. So instead of "just" +75% for fire on flesh it's more like +225%. That should, I think, roughly explain why the dots where so different. I tried my best to see on the robots a bit later and it looked like for them the firedot was quite a bit smaller. Something like maybe 50% or 40% of the base dot.

With that shock thing applying with any damage it might be worth to match element, i kinda play similarly with amara in bl3 i usualy have the action skill on shock so my bullets can still melt shields despite me using fire or corrosive because of a skill she has.
