This elevator was completely replaced in 2015
The lower deck has been "abandonded" and is no longer in use. A hotel stewardess told us that the lower deck was used for the fine & rich people in the past and that it had a bench included so the ariostractic could sit while they rode this elegant historic elevator up to their suites on the upper floors. The upper deck was used for the less wealthy people and it included no seats, so they only had the option to stand in the cab.
A special button on the call panel used to raise/lower the elevator car so that each deck could level to each floor.
There is an inspection document from 1961 inside the elevator that approves it for use with a load of maximum 12 persons / 1000 kg

Yes both decks serve same floors. And about conflicts, it's the same as when two people call it from two different floors. It has no memory and can only handle one call at a time. So the first who press the buttons, there the lift will go. I also think the elevator was somehow manual controlled or automatic, but with an operator, in the past.

With the original Double Decker elevator cab being removed, I noticed this cab has front and rear doors, why is there no inner cab door either automatic or a folding gate type? Seems it would be a safety hazard without.

Wow. They totally ruined it in 1961...
