Empoleon and Serperior make sense given the regional theme of Kalos: France. Empoleon is obviously based off of Napoleon Bonaparte, and Serperior is partially based off of western royalty. The fire starter is kind of confusing, but if it’s not Torchic, I can see Scorbunny considering its soccer motif.

Legends games aren't considered main-line games as they're not running competitive formats on them. They're a spin-off that let you eventually link the regional pokemon up with the current generation mainline games. That being said, if this speculation of starters is true, I do hope to see a chonky chokobo type chicken coming out of Blaziken

The starter selection seems solid, but I'm less convinced of the type combinations, as I'm not sure GameFreak would actually want to spoil the surprise of the new forms like that when the game could be a year or more away. Also, speaking of new types, it seems unlikely the starters would get both new regional forms and Mega Evolutions, seems more likely it will be one or the other, and probably Mega's for the added hype. Which might make Torchic less likely to be one of the Legends starter, since it already had a Mega. Then again Torchic with its mega stone was the launch event distribution for X/Y, so it's arguably already got a connection to the Kalos region, and if Charizard can have both an X and a Y mega, Blaziken could certainly get a new Z mega.

Why do you think it’s unlikely they would get a regional form? I would think it’s more likely they would get a regional form tho? It’s Legends game after all and they are in Kalos regions. Torchic was a mystery gift from game freak as a promotional Pokémon but it is not a local Pokémon in Kalos Pokédex like other starters. It doesn’t count as Kalos native Mon? And it would be more boring for players to play the same Pokémon if we don’t get new Pokémon (regional forms) like in PLA. Imagine going through PLA with normal decidueye. I would just put him in the box.

I like this theory, the only thing bothering me is Torchic who already got a mega and I don't think GF will make another starter get two megas like their favorite child Charizard. But, who knows maybe the starters don't mega evolve like in XY and the og kalos trio finally do.
What I think is that if there is megas for the starters they’ll be regional megas only usable with that form of the starters, which we haven’t gotten a chance to really see because no new megas came out since gen 6. This would half solve the dual blaziken mega phenomenon. Besides, blaziken is also a very popular starter, so it’s not impossible they give it a second one

But after a while I know for sure Sceptile fell off, which doesn’t mean Sceptile is bad to any capacity, the gen 3 trio is one of the best for just how each one is so equal, but Sceptile still is the least picked. Snivy and Tepig are the most picked for Snivy’s HA and whatnot and Tepig for explosive power and ability to steamroll the game making Oshawott an obvious choice for a regional variant, etc
i would like a flying type torchic although it might look weird and i hope they get rid of blazikens um 'hairy places' i always feel uneasy when i see it maybe it looks weird because it's based off of a panted chic that schools would give to kids and those chic's would shortly become ugly roosters

You couldn't get the original decidueye, samurott and typhlosion in legend arceus so Kalosian Blaziken wouldn't have a mega yet
So Blaziken would be the best choice because it would do 4x to Serperior and Resist Empoleon's Ice Type
