It is a disability when you use a different model of disability, than the Individual/medical one. I recommend to look into the social model of disability. It was developed out of the disability rights movement. The main statement basically boils down to stating that we are disabled by social barriers and not our impairments or differences. So we are not broken but our social structures who aren't build for us are and they are what is actively disabling us. It is of course still a question of personal preference weather any individual likes to label themselves/ be labeled as disabled, but i think seeing ourself in terms of the social model brings the most utility in analyzing and changing society.

My understanding of it comes entirely from an entry level education describing autism explicitly as a group of disorders & disabilities back in college and since I don't work in the medical or psychological fields it's not something I've been keeping up on. I understand the understanding of this particular subject has evolved considerably in the last couple decades and classification of this and many other conditions have may have changed as a result. If it's no longer considered a disorder, I'll try to avoid referring to it as such in the future.
