The people Living on both sides of the border are free to cross. If one can show proof of residence in the state of Kelantan, Kedah and Perak, one can apply for 'border pass', no need passport. But, the travelling distance is specified, as to the furthest 'border town' you can go to. You need a passport beyond that.
