How come bottom mesh is stiffer than top? Raft is like an inverted slab. Due to soil pressure from the bottom, top mesh should be stiffer than bottom due to tension at the top?

20mm m s b b/ w at 150spacing seem a bit stiff on the rotation side.
The purpose of the chairs indicates that it's a doubly reinforced slab .
