That's not a BEP strap, it's an FRB strap. BEP straps will be brand new bills in consecutive order. These were strapped by your nearest FRB and sent to your bank.

Having a C where the 0 should be makes me think it is an inking error which would make it a minor error instead a mismatched serial number which would be much more valuable. The 1928 G series was printed in 1950 - 1952 with Clark and Snyder as to two signatures on the bottom of the bill. This would be the last 1928 series until 1953 when the bill had changes for the new bills.

I've had a few. I actually got two such straps just before last Christmas when I ordered an entire brick ($2000) of twos. One thing the person makes the video doesn't really point out though; stars by themselves aren't necessarily rare, even among $2 bills. The ones he pulled in the above video are considered "short-run" stars, which means that the number of stars for that print run is under 640K. Most short-run stars are used as sheet replacements and that's why they are generally smaller in number, and only appear one or two at a time within a normal strap of bills. A full run of star notes, or any notes for that matter, are 3.2 million notes. Some of the 2013 $2 stars, particularly the bills from the New York (B) district are full-run stars. Those are typically used to replace entire straps of bills that have some kind of damage, after the sheets have been cut, and are printed in higher quantities for that exact purpose. You could still sell a whole strap worth for a small premium, maybe $235-$250 for a $200 strap, but that's really it. If they are circulated, they aren't really worth anything over face. I've come across hundreds of these, not including the full intact straps of them.
