Here's my take. I think Justin did it. He has been waiting to get back at Bill for firing him. He found out about Poppi and Tom, so he had to get rid of Tom so he could blackmail Poppi once she becomes Mrs Spencer

Whoever it was, it was not Sheila. It appears that Sheila is not like that anymore. Besides, she really cared about Tom. Now as to who I, myself think it was, I really think Li did it. I remember her watching Tom in concert,
and waiting for him to fall over, and doing nothing to help him, despite the fact that she's a doctor.
