I think the warnings are there mainly as protection against lawsuits. The horses can be dangerous. If people are hurt because they ignored the signs, they can't claim they weren't warned.
All the guards need to be told that no one is allowed inside the white lines or allowed to touch the horses period. If they don't listen then they get banned from there permently.

And you would notice the new video's are pulled back where you can see the lines. Also ytube puts the video's on when they get to it. Don't get mad at the trooper for when a tape comes out.
