Eh, not really. Natural selection is 100% real and acts upon the world to kinda make sure order persists. Doesn't make it an entity. The black flash is a slightly different concept but nonetheless, same basic idea of a natural force just acting without actual agency.
It's nice to see a villain who basically all powerful and unbeatable and with no other goal than to kill the hero, cuts out of the bull backstories they throw in comics and movies, though he does have his but basically being death incarnate for speedsters is fun to watch.
