There definitely is some filler episode… but it’s just that “filler” doesn’t always equate to “bad” (Though it often times does in anime). DBS has pretty decent filler overall in my opinion but there certainly is a few filler episodes of DBS that are absolutely AWFUL in my opinion. (Example: The episode with Goku fighting a purple gel copy of Vegeta as the real Vegeta sucks on a pacifier.)

Filler was a term born to refer to anime original episodes/arcs used to pad up space so the manga could go ahead. They often were lower quality because studios treated them as something of an afterthought and nothing of consequence could happen in them. DBS is all original, so sure, there are big battle arcs and then short episodic arcs in between, but it's done deliberately, to ease up the tension between the big ones. They're not running on a schedule with the manga.

This is a setup episode.
I wouldn't put filler in super like the baseball episode and shit as canon, nor this honestly. Soon whatever continues with the anime, they'll be following manga

It's not just about achieving the new form. It's about exploring his character. His relationship with Bulma is formed while he was training for the Androids and I would argue his relationship with Future Trunks was solidified in the Hyperbolic Time Chamber. Both Bulma and Trunks understand afterwards that what motivates Vegeta isn't just simple arrogance. It's important to the story to show that. This episode with Goku and Hit may not specifically be setting up the next arc, but it does serve as a reference to prove that his upcoming technique doesn't just come out of nowhere. Otherwise we would only have a brief conversation with Whis as a justification. His training method is very important. It shows that he's training smarter, not harder.
