Actually jingles, what makes Wisconsin op is the funny button. It's not just a main battery reload booster with a charge up gimmick, it also reduces the consumable recharge by 80%. At 10:05 you can see the heal has a recharge of 15 seconds after it goes on cool down.
That comes in handy quite often in Operations. Where WG instead of making the ai smart instead give them ridiculous amounts of gimmicks. Such as giving them easily 35% more HP, much better HE fire chance and their guns hit harder and sometimes the range of the guns is much bigger.

Here's a quote from the US Naval Institute website on the 16" Super Heavy AP Shell "The Bureau of Ordnance offered a way out. For some time it had been advocating heavier shells, gun for gun. With a given powder charge, a heavier shell would be slower out of the muzzle and lose some range. On the other hand, when it descended toward an enemy’s armored deck, the projectile would gain energy because of gravity. It turned out that a “super heavy” 2,700-pound 16-inch AP shell had the deck-piercing capacity of a normal 18-inch AP shell."
I guess having highly advanced fire control systems made this trade off of potentially being harder to get a firing solutions worth it. In game though, especially with NC and SDak classes, it certainly really hard
