Spinning someone is not cheating. The cars are built to bang, it's short track oval racing. Don't like being spun out, go faster or go race open wheel cars.
Behavior like that should be a permanent ban from racing. You deal with problems like that off the track when you aren't using your heavy car as a battering ram that could injure or kill people. Totally unacceptable.

If you look closely, his steering wheel was turning left yet nothing happened. Propably ripped off the front left wheel or broke an axle, that's why he kept punching hit harder when the car wasn't responding.
