How can some people sleep at night charging $23K for an engine rebuild and not even painting the block with a $20 rattle can.

are you sure they sold you engine paint kinda looks like panel metal fibre glass paint says that on the VHT can.
VHT is etch primer entirely suitable for use on an engine block.
