He uses Cubase's volume and EQ automation features to make the first hit of each phrase within the breakdown hit a little harder, but the same idea will work in any DAW (just look up "automation" in the help files).

Some interesting ear trickery
Almost a sub bass frequency fills the space after the first kick. Oddly, it's only noticeble in that first space.
Would you get similar results doing the reverse prior to the hit by just lowering or dulling the tones right before?
