It has all three modes: Full Screen, Windowed Borderless, and Windowed.

Max framerate at 720p Windowed mode is around 34 fps. However, there's a lot of stuttering.

Yes, you need another 8 GB stick. Make sure it's exactly the same as the current one. I have two 4 GB sticks and performance is better than single 8 GB ram.
