Looks more like they're recording the schedules of the people that live in the area. See when residents leave their homes, so they can break in to their houses.

People should start installing ring cameras to catch anybody doing weird things in their neighborhood, this is the best way to catch someone. These thugs were probably planning to do home invasion robberies in this community so they wanted to see what time they leave to work, how many people living in their home, etc

Credits by @Arkryal commented on another video:
Come on police... This is happening all over the world. You know exactly what this is, lol. Either they're playing dumb on purpose or they actually are dumb. Was the scooter not a dead giveaway?
This is a "porch-pirate". They often use scooters and bikes because they're quiet and can be taken right up to the porch, never leaving the thieves' possession. Park a van around the corner, so plates aren't seen by doorbell cameras, and use a scooter to go door to door because it's faster than on foot, and these guys cover huge ranges, 40-50 miles a day. They're not specifically looking at that house, they're watching the street for delivery vans. Then they know when to go down each street. "When" they strike is important, for a porch pirate, it's all about the "When". Too early and they get nothing, too late and all the good stuff is gone. They need real-time recon.
They used to just follow the vans, but now many of the vans in problem areas actually have rear cameras that can spot when there's a vehicle following for a long time. They're not ubiquitous yet by any means, but they are becoming annoyingly common for thieves, lol. Those follower cameras have led to quite a few arrests and convictions in the last couple of years.
Also a couple years ago, you knew for example that UPS would show up to a given neighborhood at 9AM, FedEx at 2PM, Amazon at 8PM, etc, with predictable routes and schedules. That made it easy for Porch Pirates, so most companies opted for some randomization in their routes in non-commercial, problem areas.
Thieves responded by ordering small $1 items to random addresses in a targeted neighborhood so they'd get tracking details and they'd be notified when it and presumably everything else in the area arrived. So services stopped real-time tracking for small ticket items. You can still track your new TV, but a 6-pack for hair ties just gets there when it gets there, lol.
So next the thieves opted to use public (usually DOT) traffic cam feeds. This was useful, as a still image can be AI-processed every few seconds to detect specific vehicles and send an SMS alert, so the thief is cruising the neighborhood and gets an alert for the big brown van on Maple Ave in real time, and that whole setup to monitor an entire city costs under $500 using the public cameras. Municipalities responded in a variety of ways, usually with a delay and some sort of time-out on the public camera feeds, forcing you to log in to see them, or enter a captcha every 15-30 minutes. That's still easily worked around, but requires a slightly more tech-savvy thief.
So then thieves place their own cameras in targeted areas so they retain control of the feed. It costs a little more, but they break even in a day or so, the cost of doing "business". And the cameras and battery packs are cheap (under $15 on Temu and Wish), the only real expense is the wireless communications, usually these are planted outside houses with unprotected wifi. Then wireless communication is just a $5 wifi addon to the camera. All-in $25-$50 per camera with a little DIY assembly, and ~$500 on the back-end for the computer the cameras transmit to, which detects vehicles and relays messages to the people on the ground. Sometimes they will use cellular connections tied to prepaid accounts (paid in cash) as well. It's still much cheaper and more efficient than using a human "spotter".
This is not new. This is not a mystery. This is not obscure information known only to insiders, lol. The police know exactly what this is, so why don't the home owners? It seems like something you could tell them to both put their minds at ease and help them to take necessary precautions. This is just someone trying to steel your delivered socks, USB charging cables and whatever other crap you order online, and they are still easily thwarted if you pay attention. And now you know where they're operating. You DO NOT put this on the news, just set a bait package and wait down the street and arrest him. It's easy. All this report and the police's silence to the homeowner did was tip your hand to the bad guys. Report on it AFTER the arrest, not before, lol.

Gotta be careful of dog-walkers, too. Especially during the spring and summer. They walk around with their dogs, pretending to bend down and pick up poop with their poop-bags, when really they are planting cameras along the outskirts of your yard next to trees and bushes. Just gotta be careful. If you see someone taking a long time picking up poop near your yard, better walk out there and check on them.

If police are going to surveil you, you won’t know it. It is not done this way. These are criminals. Now I know why families in Ukraine and Russia as well as some other countries, especially in South America have 6’ high solid walls around their homes with solid gates. Some even have stone walls with broken glass embedded in concrete on top to deter climbing over. Do we really want to live this way? The GQP has destroyed the public education system and civility in all branches of government. Apathy is the tool of fascism and anarchy is the political tool of fools. Respect, Co-operation, civility, consideration, are the cornerstones of Democracy. Let’s insist on returning to Democracy in November. Band to together and vote the criminals out of government at EVERY level by doing your OWN RESEARCH. Just because someone labels himself a patriot doesn’t mean he is one. Be especially careful to look into judges because we are paying them to be impartial and to apply the law with honesty and wisdom.
