Just a background. Besides the Kanaks and Caldoche (French migrants), there are also significant populations of Tahitians, Wallisians, Vietnamese and Indonesians. Under the Noumea Accords, Kanaks and only non-Kanaks who lived in the territory before 1998 are allowed to vote. This has created a significant number of non-voters. There were three independence referenda but the Kanaks boycotted the last one because they were mourning their people who died in Covid-19. French made the mistake of disregarding Kanak concerns and proceeded with plans to amend the constitution to increase the number of non-Kanaks allowed to vote. Kanaks fear being marginalised like the indigenous peoples of NZ and Australia.

All the provinces voted in 1990 to become independence, only Crimea was a close vote the other provinces all voted overwhelmingly for independence even counting the Russian descendants living there. Imif Taiwan was allowed to vote it would vote for independence too.
France allowed a vote in 1950s and 3 more in recent years and the pro independence lost all of them.

Living in Martinique (Caribbean) I can see the predicament of not being an independent and sovereign state : in fact you don't have a say on anything that matters ! It's like being considered as a minor in perpetuity. Moreover, the French have a very centralized system of government. Even though we are supposed to have now some kind of local government actually its power is very limited : we don't decide income taxes, property rights (very important as anyone from the EU can come and buy land giving way to speculation) ; our airport is branded "international" but flight rights are given by Paris, etc. And personally I think being under French administration prevents Martinique from real development and opportunities. Thanks for that very informative report. In fact, we probably should say that it's been a while since France should have moved toward decolonisation. As ONU recommand to support indigenous people selfdetermination and as truth and reconciliation commissions move us forward those harmful colonial experiences into a post-colonial world where people are struggling worldwide to support their traditional cultures and identities against NGOs and harmful financial politics, the armed response from France is a proof that its claims in colonial power aren't suited for the 21th century. Diplomatic solutions are essential and must absolutely be prioritised. Statist violence is never, never was and never will be a democratic solution in any case. Kanak people has the right to be freed from Chinese, Russian and French greed and agressive geopolitics. Investments should be made in peace and sustainability so we can achieve peace and freedom though cultural expression worldwide in our own autodetermined terms. We must listen to kanak people demands and support their mobility into universities and francophone countries. We must respect their freedom of association with other global south neighbors and their economies with progressive mesures. Kanak people should be allowed to access chinese and russian languages classes and engage in universities as international students. Tourism should be fair and support ecology. French, chinese and russian culture are valued worldwide and they should lead the way in decolonisation and antiracism with their economic mesures. The whole world is watching.

They forgot to mention that New Caledonia got not 3 but 4 occasions to vote for independence and the French citizens who moved to the island after 1998 aren’t allowed to vote.
Despite all the measures clearly made to favor the independence camp they still voted 4 times NO to independence.

Listening to the three women in this conversation, I cannot but feel none have any depth of the issues facing the Kanaks. And both the ladies interviewed have general ideas of French governance but none really have any understanding of the Kanak culture and history. And why the local authorities have failed to lift their educational and standard of lifting. In this day and age where everyone is so well connected it seems a massive failure of the local authorities and the French government.
