huh? there's tons of controversy to it He went the whole game not punishing time wasting then randomly does at the end. He spent more time explaining the penalty to the All Blacks (18 seconds) than he allowed for Australia to use the penalty (13-14 seconds). The Wallabies themselves had to ask him where the mark for the penalty was to be taken from, because he was totally spaced out looking into the crowd (for 12 seconds) and not saying anything. Foley himself had the ball for 7 seconds, which is the same amount of time it took to get the ball off the All Blacks after the penalty.

People say that football refs should learn from this. But it's everyone in football that should learn. Players first and foremost. Could be solved quickly if refs gave a yellow card for opposing decisions to start with :)
