My personal belief is that the government tried to bench her as a failed product. Going from special forces, to literal Super soldier, to being put behind a desk, that could've messed her psychy up bad.
Same thing happened to Soren in Halo Evolutions. Went from being an S-II, to a failed product, being promissed for months he'd be reasigned, be made useful. It never happened. I think she was considered a lost cause and meant to be either cut loose or eliminated. Going rouge doesn't just happen. Maybe some alluring words for the dearly departed Admiral Drake. Just my guess.
I think she's an interesting character. Too bad Halo is basically a book series now as the only good lore/stories are in the books

There is no reason to use the human voice when he can spice it up with covenant roleplaying. We can learn about isla Zane in regular human voices from any youtuber. But the voices add a unique charm to COVENANT canon.
