This is interesting, I think the reason for this is that if you take the difference between average height and wall ball target, women are throwing much more than 70%...
Women = 9ft (108in) - 5ft4 (44in) = 44in effective throwing distance (from head to target)
Men = 10ft (120in) - 5ft9 (69in) = 51in effective throwing distance (from head to target)
70% of 51in is 35.7 inches. Women are currently throwing the ball to 86% of the height of the male target from their head. If you include reach this only increases I think.
