For the same reason we can't harvest spider silk already. Aren't enough spiders. We would need to genetically engineer other animals.

It's not that we can't it's that we don't want to (at least relatively speaking). There is cost, time, and actual researchers who are onboard.
Pretty sure carbon nanotubes' tensile strength is high enough to be used as tethers for a space elevator
