Not necessarily, the number of pubs in the area in the 1880's was vastly more than today. It's not 'almost certain' that he drank there, at best it's possible that he visited the place and had very likely that passed by and had spent a lot of time in the general area.

I walked past 'The Ten Bells' after a 'Jack the Ripper Tour' in 1999, and I took a photo of it. I wish I could visit London again. I like near Toronto, Canada. I really like your accent, I wish I had one. Isn't it in Spitalfields, where many bones of plague victims were found?
I was in this upstairs bar called the white turkey and above this bar was an alcove. As I was sitting the small liviving , I definitely saw a black shadow cross in front of the living room. It caught my attention immediately . I asked the barmaid if there're were any unusual things going on here and I explained what I saw.. She confirmed that the place was haunted . I had no idea about this before I came here . so what I saw was indeed a human black shadow going by.

I did a Ripper Walks tour around 2000 and we stopped at The Ten Bells for a drink. I love London.
