The purpose of sanding the tail output shaft is to reduce any resistance that may prevent the bell rank from travelling smoothly. Also bell crank links should have zero resistance and and be able to fall under their own weight. If this is the case then you irradicate any tail wag issues as many people sometime suffer with.
