Hi Evan, there are several ways of achieving upbow staccato. Stiff arm is one of them. I hope you get to try all and find the one which works the best for you.

It's more difficult to do an upbow staccato as we reach the end of the bow (frog end), right?

Yes , upbow staccato is easier to do near the tip of the bow.
I don't have a video about down bow staccato yet, but if you want to try, down bow staccato is easier to do in the lower half bow near the frog. Happy violin playing Jasmine!
