Most students who do masters already knew this that they have to leave after 3yrs. Most students actually do masters for 3 yrs otp. And then if they didn't get h1b they go for another countries. People only return to India only when they have family issues, business or living in top metro cities.

These things happen because there are millions of educated Indians who want to escape the pathetic living conditions in India.
It all boils down to over population of India and the lack of resources. Pollution, terrible infrastructure, overcrowded streets all play a role in it.
Millions of people come out of colleges with engineering degrees and not all can get jobs. Best way is to escape the country completely. It’s a cycle that started after independence with dumb people having 10 babies per family. They simply ruined and failed the future generations.
