He wants to beat Luffy in a fight to arrest him but that was per Luffy telling him to get stronger so they can fight some day. Luffy told Ace virtually the same thing because Ace wanted to become king before he was picked up by White Beard. Is Ace an antagonist?

Coby would definitely be the main character of One Piece if it was told from the perspective of marines. Be a lot less dynamic in my opinion though since he'd be stuck in a single location with probably less allies.
One Piece: Coby would have Luffy as some sort of Shanks character with a Zoro/Mihawk relationship with Coby. Garp would be All Might from BNHA/MHA. It would be interesting and add another perspective to the issues of the world that can't be told from Luffy's point of view.

Alvida showed Coby the threat of pirates but Morgan showed him the failings of marines. Likewise Luffy showed him a very different pirate and Garp a very different marine. I imagine One Piece: Coby would work similar to My Hero Academia in multiple ways. Facing off with bad pirates, crooked marines, and many moral dilemmas that Luffy doesn't need to have. Seeing him navigate them on his rise to power as well as witnessing him, Helmeppo, Drake, etc. Overcome these things would have a great impact on the One Piece world as a whole.
Coby is my favorite marine character, he has a-lot of heart and I like how he has grown over time. I think he is a very important person in the story of Luffy and One Piece as a whole. Latter on I think he will have a much bigger role. Good video :)
