I used to have a little sebright hen that crowed she went broody right after she started laying and died a few months after but for what she was she had a better sounding crow than any of my bantam roosters

Yes it's a rooster. Bantam roo's tend to look different than the roosters of larger breeds. Instead of a long curly tail, they have tail feathers that are slightly curved, and just a bit longer than the hens. Although some breeds of bantam have curlier tails.
