You can try with tablet paper,iam cleaning like that only from so many years

Yes I have tried that. But Tablet paper is a little difficult to use. Sand paper won't hurt your fingers and will last longer.

New iron dosa kal um ipdi senja can we use it immediately for dosa.

If it's a new dosa kal, just follow the same process and then apply oil and leave it overnight. The next morning, wash the tawa and start using.
