Wow a test paper. :) Q1: At the time E03 construction was completed, they had plans to link the entire highway network which has not fully happened to date. But initial signage was done keeping above in mind. Q2: There is no E08 built yet. I believe E08 is the proposed NKB - Aturugiriya elevated Expwy. E09 is the NKB - Port City Expwy. It will soon be tolled once the road is fully completed hopefully within this year 2024. Q3: Bikes or Trishaws are not allowed to enter to the expressway system and is a punishable offence. We hardly hear about such incidents. Q4: E02 and E03 are treated as 2 separate highways although they are linked through the Kerawalapitiya Toll interchange. Therefore, when you change from E03 to E02 and vice versa, you have to get a toll ticket. These questions sound like you are an expat. Not a native. Is that accurate?

Also, the southernmost toll gantry in E03 is placed between Peliyagoda exit (not the one outside NKB, the one where the highway narrows down from 3 lanes to 2 lanes) 2. E8 is the port city highway and E9 is the NKB and orugodawatte exit ramp and the little viaduct stub (which will later be extended all the way to Athurugiriya to meet with E02 and B240) according to RDA website. 3. I am saying this because I have never seen a cop or some other authority to prevent stuff like this near the non tolled orugodawatte, ingurukade and peliyagoda ICs. Maybe the people are disciplined enough to not touch the expressways with their CT 100s. 4. This seems absurd to me, because I have never had to pay a toll when transferring from Arthur Clarke expy (outer circular expy) to Southern expy at Kottawa, and from Southern expy to Magampura expy at Andarawewa. I looked up the RDA website and it says E03 uses a separate toll system conpared to the rest of the network, maybe because the high class drivers use it as a easy bypass to A3. 5.
