With sentence 4), you are right to say it could be present or future, but if you wanted to make it clearer that you meant "future", you could add a time phrase like this: "I'm learning new skills next week". However, the sentence and your analysis is completely correct :)

A complication is when using "for" or "since"; if I said "I have been living in Nigeria for 5 years", then I am still living there but the focus of the sentence is still on the past i.e. the five years between when it started and now.

However, there is an issue with clarity; a native speaker is more likely to say "My sister is usually studying" just to make it absolutely clear we are speaking about a regular event.
