Yes, that’s a new construction window with a nailing flange, that most of the time is installed into newly built houses. It is possible to install it into the old houses if full frame replacement is done

Yes definitely that’s would be a realistic price for 500 series, but it does look like on a higher side though. It all depends on the size of the installation company you are dealing with. The bigger the company the higher the price is gonna be, because they are running high expenses, that baked in to the window price. If you would like to have more manageable price levels, we would recommend to check smaller size companies near you with great reviews, that specialize in window installation and use OKNA windows.
At the same time if you would like to have your windows with exterior painted color, triple pane glass package or laminated glass then yes $13000 price is a steal.
